Anyone who has ever attended a university knows that the quality of lecturers varies greatly. A few are very effective communicators， conveying the substance of their lectures clearly and interestingly and inspiring students to want to know more about the subject. Others produce dull lectures from which the students learn little and which me likely to kill any interest they may have in the subject. Lecturing is a major part of a university lecturer"s job and it would seem reasonable that effectiveness in this task should be a major standard in assessing a lecturer for promotion. However， it is very often the case that far more weight is given to such factors as participation in research， number of publications and even performance of administrative duties. My point of view is that a lecturer"s lecturing should be regularly evaluated and that the best people to carry out this evaluation are those directly on the receiving end.
It could， of course， be argued that students are not competent to evaluate the academic quality of lectures. If anyone should evaluate lecturers， it should be their colleagues. However， I am not arguing that students should be asked to comment on the academic content of lectures， but to evaluate the effectiveness.
I suspect that many of the objections to student evaluation stem from the fear some lecturers have of being subject to criticism by their students. However， lecturers should see such evaluation as an opportunity to become aware of defects in their lecturing techniques and thus to become better lecturers. Such a system should benefit both students and lecturers as well as help department heads to assess the strengths and weaknesses of their teaching staff.

（1） Stanford University， famous as one of northern California"s several institutions of higher learning， is sometimes called "the Harvard of the West". The closeness of Stanford to San Francisco， a city thirty-two miles to the north， gives the university a decidedly cosmopolitan（世界性的） flavor.
（2） The students are enrolled mainly from the western United States. But most of the fifty states send students to Stanford， and many foreign students study here， as well. And standards for admission remain high. Young men and women are selected to enter the university from the upper fifteen percent of their high school classes.
（3） Not only because of the high caliber （素质） of its students but also because of the desirable location and climate， Stanford has attracted to its faculty some of the world"s most respected scholars. The university staff has included many Nobel prize winners such as Dr. Felix Bloch，Dr. Robert Hofstadter， and Dr. William Shockley in physics. Dr. Author Kornberg and Dr.Joshua Lederberg in medicine， and Dr. Paul J. Flory and Dr. Linus Pauling in chemistry. The Russian novelist Aleksandr Solzhenistsyn has been in residence. Stanford"s undergraduate school of engineering and its graduate schools of business， law， and medicine are especially well-regarded.
（4） What is student life like on "The Farm"? Culturally， the campus is a magnet for both students and citizens of nearby communities. Plays， concerts， and operas are performed in the university"s several auditoriums and in its outdoor theater， where graduations are also held.
Several film series are presented during the school year. Guest lecturers from public and academic life frequently appear on campus. In the evenings， many students gather to socialize in the Student Union"s coffee house; here the beverages （饮料） and the atmosphere both have a decidedly European flavor. For the sports-minded， the Stanford campus offers highly developed athletic facilities. Team spots， swimming， and track and field activity are all very much part of the Stanford picture. So are bicycling and jogging.
（5） In addition to financial support from alumni （校友） ， Stanford receives grants from the govemment and from private philanthropic （ 慈善的） foundations. In recent years， government grants have made possible advanced studies in the fields of history， psychology， education，and atomic energy. The funding councils' Research Assessment Exercise (RAE) judges the quality of research carried out in individual university departments, and rates it on a scale of l to 5. In the last assessment, in 1992, departments ranked as low as 2 received funding. The group says this should not happen in this years exercise. Funding councils have not yet announced how they will distribute money from now on.
In a report called Research capability of the University System launched this week the group claims that funds are needed to pay for the “professional development” of university teachers who are not active in research, to help them keep up with their subject and improve the courses they teach.
It recommends that about 50 million, including money which is currently used to fund research in departments ranked at level 2, should be used to pay for this. It advises that the money should go only to those departments that are not competing for research money through the RAE.
The group believes that some universities have been expanding their research departments in order to attract research money. Some universities, it claims, are better suited to teaching than research, and should be encouraged to develop their expertise as educators.
“There's no use pretending that 104 universities could have the same job in life,” says David Harrison, master of Selwyn College, Cambridge, who chaired the group . A university could have some departments that are strong on research and others that are known for their top -grade teaching, he says.
But some people have some doubts about the group's recommendations. “It seems to be about developing further the distinction between research and non - research universities.” says Paul Cottrell of the Association of University Teachers, "If professional development money is a good idea, then it's a good idea for all university teachers."
