The wave of job cuts sweeping through the utility sector gathered pace yesterday with 800 more redundancies planned by two electricity groups joining forces in order to meet regulator's price demands and improve efficiency.

Trade unions expressed anger that the announcement by two foreign-owned utilities, London Electricity and Eastern Electricity, came during the period immediately before Christmas. They noted that it arrived on the back of nearly.1,300 other job losses in this sector since early October.

More than 2,000 redundancies have also been announced recently by water companies, and more are expected from United Utilities as they, too, seek to meet tougher regulatory targets.

Not everyone in the industry is convinced that the current spate of job cuts in the utility sector is justified.

One leading industry executive, who wanted to remain anonymous, said: "I am very concerned that companies are using the regulators' price cut as an excuse for carrying out general cuts that they have wanted to do for some time. It is causing disquiet among utilities customers."

If regulatory approval is given London Electricity — a unit of Electricite de France — and Eastern Electricity, controlled by American conglomerate Texas Utilities, will form. a joint venture from April 1, 2000, which will run their respective electricity distribution businesses.

The companies will continue to compete on the supply and billing side of their operations but hope the new alliance will be able to win third party business, whether in electricity or other sectors such as gas.

The 800 job losses mean a quarter of the jobs affected by the joint venture will be lost within 18 months, and that the remaining positions will be dependant on the general level of business activity.

The two companies plan to achieve cost savings through fewer workers, having a single information system, smaller number of buildings and buying more in hulk.

Phil Turbeville, chief executive of Texas Utilities' TXS Europe subsidiary, said: "It is the responsible management response to the challenges of the tough price control while delivering further improvements in customer service."

He added that customers would benefit because lower costs meant more money available for new investment, and denied that the decision could have been made at a better time or would have been different if it had not been a foreign-owned group.

"Whether we told staff just before Christmas or just after it would have been the same. There is no good time to make redundancies. As you can see from what Scottish-based utilities have been doing, this is nothing to do with Paris or Texas. It is just prudent management," Mr. Turbeville said.

Noses have their advantages. They're cute, they're versatile, and they're small enough to be carried around. Like our proboscises(长鼻子), e-noses are only as good as their sensors, and all of them operate on oiliness(油质)--rather than to the molecule itself. Working together, the receptors can generate unique principles remarkably similar to those of a real nose. Humans detect odors with up to 650 types of receptors found on cells high up in the nasal passages, somewhere between our eyebrows. How the nose works is still something of a mystery, but it is believed that each receptor responds to a subtle characteristic of a molecule that carries odor--its peculiar shape, say, or degree of "smell prints" of a wide variety of odors, which are then parceled off to the brain and stored.

In e-noses, chemical sensors replace the body's cellular receptors, and microprocessors substitute for the brain. "What limits these devices is how well the sensors are doing," explains Nathan Lewis, the Caltech chemist who helped invent the sensor technology licensed by Cyrano and who has since continued his research independently. He compares the power of e-noses to the resolution of computer monitors: "Are you seeing the world in eight shades of gray or in 16 million colors?"

Imagine the U.S. economic gains of the 1990s, and what comes to mind? Perhaps it was how the stock market ruled: All those initial public offerings that raked in unprecedented billions for venture capitalists.

And wasn't it a great time to be a top manager, with productivity gains boosting the bottom line and igniting executive pay? While it was going on, venture capitalist L. John Doerr called the boom the "largest single legal creation of wealth in history."

Well, yes and no. With the recession apparently over, it's now possible to make a more realistic assessment of the entire business cycle of the 1990s: The sluggish recovery that started in March, 1991, the extraordinary boom, the tech bust, and the downturn of 2001. And guess what? A lot of things happened that defy the conventional beliefs about the decade.

Over this 10-year period, productivity rose at a 2.2% annual rate, roughly half a percentage point faster than in the 1980s—a significant gain. But the real stunner is this: The biggest winners from the faster productivity growth of the 1990s were workers, not investors. In many ways, the most tangible sign of worker gains in the 1990s was the home-buying boom. This revelation helps us understand why consumer spending stayed so strong in the recession—and why businesses may still struggle in the months ahead.

By contrast, the return on the stock market in the 1990s business cycle was actually lower than it was in the business cycle of the 1980s. Adjusted for inflation and including dividends, average annual returns on the S&P—500 index from March, 1991, to the end of 2001 were 11.1%, compared with 12.8% in the previous business cycle.

Overall, Business Week calculates that U.S. workers received 99% of the gains from faster productivity growth in the 1990s at nonfinancial corporations. Corporate profits did rise sharply, but much of that gain was fueled by lower interest rates rather than increased productivity.

Why did workers fare so well in the 1990s? The education level of many Americans made an impressive leap in the 1990s, putting them in a better position to qualify for the sorts of jobs that the New Economy created. Low unemployment rates drove up wages. And a torrent of foreign money coming into the U.S. created new jobs and financed productivity-enhancing equipment investment.

As it turns out, the original perceptions of who benefited most from the productivity gains of the 1990s was flipped on its head. Looking ahead, the economic pie is growing bigger all the time, but it's still up for grabs who will get the largest piece in the future. And in the end, that's the real lesson of the 1990s.
