为了解除基层供销社进货的后顾之忧，公司实行退换货制度。基层社向公司批发部进货后，如不适销，在商品质量不受影响的情况下允许退换货。今年二季度广宁北市供销社到公司综合批发部购进一批衬衫，因颜色不适合当地消费者的穿着，卖不出去，公司根据实际情况给他们办理了退货手续，对当地基层社进货资金有困难的，则采取延期付款的方法解决，如综合批发部今年二季度调给基层社的汗衫背心、衬衫、电风扇等，就因基层社资金有困难延迟到八月份才结算付款。百货批发部八月份调给基层社的冬令鞋类商品也延长到年底才结算，由于采取上述措施，大大促进了基层社进货。

今年以来，公司重视搞好农村市场调查和商品预测，根据市场供求状况增加供应品种。据百货、综合批发部统计，经营品种共4266个，比去年增加25.5%。对农村供求缺口较大的商品，公司积极组织货源，优先供应。如前段时间，搪瓷口杯、搪瓷面盆供应偏紧，公司便组织口杯、面盆共3万多个供应农村，使今年头十个月调基层社的口杯、面盆分别比去年同期增长20.7%和40.6%。为了使一些新产品能直接与农村消费者见面，我们还积极同外地一些工厂开展代批代销业务。基层社反映说：“百货公司的品种齐，花色多，价格合理，到百货公司进货好。”
