Cats and dogs do not need a place of their own, although a very big dog is better off in a doghouse than in the house. The cat, an independent creature, is very good at finding the safest and most comfortable spot when she wants to take a nap. But cows and horses and similar animals must have proper stables, clean, dry and well ventilated.

Even well cared-for animals may sometimes fall ill. If this happens, the wise master seeks the best advice he can get. All sorts of medicines and treatments are available for sick animals, and in some countries organizations exist to provide them free or at a cheap price. Useful, friendly, hardworking animals deserve to have some time, money and attention spent on their health.

One very feasible way of sustaining our supply of freshwater is to protect the ecology of our mountains. From 30 to 60% of downstream fresh water in humid areas and up to 95% in arid and semi-arid environments are supplied by mountains. Without interference nature has its own way of purifying water—even though chlorination and filtration are still necessary as a precaution. In a mountainous area, aeration , due to turbulent flow and waterfalls, causes an exchange of gases between the atmosphere and the water. Agriculture, industry, hydroelectric generators and homes that need water to drink and for domestic use depend on these resources and, thus, we must protect mountainous areas as a means of survival.

The ban applies to staff on duty at Buckingham Palace, the royal summer retreat at Balmoral in Scotland and Sandringham in Norfolk.

"It is fair to say the Queen was not amused when the phones started ringing incessantly," a palace source told the Sun.

"The first few times the mobiles went off the royals thought it was a bit of a laugh, but the noise and interruptions became irritating as more and more staff acquired them."

"Senior courtiers have also complained of the peace and quiet of the palace being disrupted by the sound of the Hawaii Five-O theme echoing down the corridors," he told the Sun.

The Times reports the Queen is looking for fresh young female budgerigars to reinvigorate the royal stock after generations of inbreeding.

Humanity uses a little less than half the water available worldwide. Yet occurences of sho
rtages and droughts (干旱)are causing famine and distress in some areas, and industrial and agricultural by-products are polluting water supplies. Since the world's population is expected to double in the next 50 years, many experts think we are on the edge of a widespread water crisis.

But that doesn't have to be the outcome. Water shortages do not have to trouble the world- if we start valuing water more than we have in the past. Just as we began to appreciate petroleum more after the 1970s oil crises, today we must start looking at water from a fresh economic perspective. We can no longer afford to consider water a virtually free resource of which we can use as much as we like in any way we want.

Instead, for all uses except the domestic demand of the poor, governments should price water to re- fleet its actual value. This means charging a fee for the water itself as well as for the supply costs.

Governments should also protect this resource by providing water in more economically and environmentally sound ways. For example, often the cheapest way to provide irrigation (灌溉) water in the dry tropics is through small--scale projects, such as gathering rainfall in depressions (凹地)and pumping it to nearby cropland.

No matter what steps governments take to provide water more efficiently, they must change their institutional and legal approaches to water use. Rather than spread control among hundreds or even thousands of local, regional, and national agencies that watch various aspects of water use, countries should set up central authorities to coordinate water policy.
